Cynthia Chandler's Letter to Cassidy on the PRC Flag

Greetings Mayor Cassidy, I’d like to ask that you consider excercising your power to suspend implementation of the Chinese flag raising on Chinese National Day and have the Council reconsider the issue.  Action should not be taken until all the people of San Leandro have had opportunity to voice their opinions, and there has been time to evaluate other less divisive options. Chris Zapata Looks at Moonies for Policy Hints

Last year, City Manager Chris Zapata abrogated his responsibilities for running much of the city by giving carte blanche to the Police Chief to set public policy both for her department, and the City. Now, he has decided to become the Chief’s propaganda minister. In today’s City Manager Bulletin, Zapata direct readers to an article praising the use of surveillance cameras that appeared in the Washington Times.  As I’m sure he knows, the Washington Times is a Moonie (as in Rev. This case is an interesting example of how the SLPD does business.  And I think it brings up a good question Is it OK for the SLPD to “fib” and break the law, in order to enforce the law?  In other words, should the ends justify the means?
