  1. Marga, I just read your item on potential Bown Act violation by Cassidy and council. From my perspective you are on point. The council cannot take any action on the Arizona v US case involving immigtration. The case has nothing to do with city affairs and so council cannot act; this could be a violation of Section 130 of the City Charter. Section 130 reads as follows: “POWERS.” The City shall have the power to make and enforce all ordinances and regulations in respect to municipal affairs, subject to restrictions and limitations provided in this Charter or in the Constitution of the State of California. the City shall have all the powers that are provided by the constitution or by statue for cities. The City may exercise any of its powers jointly with other public agencies, and may agree with the county of Alameda for the assumption and discharge by the county of any of the City’s municipal functions.” Unless the issue involves the city direct, the Council/Mayor are precluded from takiing action. It can not involve itself in issues that do not relate to the municipal affairs to the City. It therefore cannot involve itself in the Arizona issue surrounding Immigration.

  3. I suffered a severe concussion in 2009. I wasn’t properly treated until 2012 and it took most of that year to recover. Since that time I have been shocked by what has become of California roads and driving practices. Cars driving 90+ mph and weaving from the fast lane to the slow and back again to gain one car length is not the norm. In four years I have not seem even ONE of these drivers pulled over and ticketed. This leads to everyone driving in this manner since it is so obviously acceptable. When California government goes out of it’s way to teach it’s citizens that breaking the law is OK why would it be a surprise that we have everything from broad daylight holdups to cold blooded murders as an everyday occurrence? I would think that if you are going 5 mph over the limit you should be ticketed unless if was only to safely merge into traffic and then reduce your speed to the limit. And I would think that if you were going faster than that you should be taken into custody and your vehicle seized. Why make people pay more taxes when you could more than make this up with fines from traffic violations plus make the roads much safer?
